The year is 2007 in Free Stamp City and a new push has been made to inform the voters that there is once again a need to raise the taxes of the property owners.
The Free Stamp City School CEO has started to plead his case through the media outlets which support him that more money is needed to complete the job of building and renovating the Free Stamp City schools. The Free Stamp City newspaper editors have also started to write their editorials letting the readers know that accountability will once again be guaranteed.
The added money is needed to fix up the Free Stamp City schools because school and city leaders have allowed the monies that were approved in 2001 to be squandered. Dr Sanders, the high paid school CEO, like his predecessor, is banking on the citizen’s short term memory. He is hoping that the voters have forgotten the promises of accountability made in 2001.He is hoping that the voters have forgotten that there was no master plan in place when the last bond issue was being sold to them and how the accountability commission appointed did a horrible job then quickly disbanded. He is hoping that the voters will not hold him accountable for what happened to the money from 2001.
And you can be sure that Dr. Sanders and his staff will be working diligently to make sure that the word once again gets out to those voters living under the city’s “Free Stamp” so they will get out and vote to raise the taxes of the overtaxed property owner.
Smoke and mirrors will again be used in the selling of this new bond issue. The new bond issue will be sold as not a tax increase, but rather an extension in the years that a taxpayer will have to pay. But in reality, the money from the 2001 bond issue will be exhausted soon with plenty of work left undone. But make no mistake, the new bond issue will be just that “new” and just a simple extension.
Some upcoming selling points from both sides of the new bond issue to consider:
Since 2001, the price of construction has gone up. But without a master plan, unrealistic construction deadlines were missed, with construction many times starting late.
New schools are in the process of being built. Yet school enrollment in Cleveland has dropped since 2001. How many new schools does the city need?
Since 2001 the schools have shown some improvement. But standards have been lowered by the state department of education.
Since 2001, some schools have been renovated. But some of the renovated schools have been shut down. Others have been razed with all their expensive renovations ending up as land fill.
Since 2001, some new schools have been built. But some older schools that were in good shape were needlessly torn down so the new schools could be built in their place.
So what can Free Stamp City's property owners do when the high paid school CEO has the powerful media on his side? They can educate themselves. They can review recent history. Then they will be able to cast an educated vote.
I know that this property owning taxpayer will work to get the word out to other property owning taxpayers, reminding them on how they have been let down since 2001. I will be digging up past stories from the powerful media, using their own written words from 2001 to remind the taxpayers of the promises of accountability that were made. And I will be using other stories by the same powerful media showing how those promises have been broken.
And I know this will incense some people. Especially those who feel it is ok to continually allow money to be spent carelessly while taxing some citizens to bankruptcy. I surmise that some will do what they can to censor the past. But the promises of the past must resonate loudly to ensure that history is not destined to repeat itself.
It is most ironic that those in charge of education in Free Stamp City are seemingly hoping that the voters themselves have received a bad grade in recent history. They hope that the voters have not paid attention in the class.
